I believe he's on the far east side of the map. He's with one of the ambassadors you have to speak with. If facing where the quest pointers are, he's speaking with Cyril de Montfort on the right side. The Divine is speaking with Arl Teagan on the left side.
In the epilogue where it shows what happened after, it says that Blackwall was called to the wardens but didn’t respond for a year because he wanted to stay with his love. He finally left promising the inquisitor that he would come back but he never did. Later you get a warden constable badge and a white griffon feather. I used Barrier and Fade Step, worked fine.
