I've had this bug for 4 years now ,posted it on and off around 4 years . no one's still coming with an answer yet . I'm surprised no one's come up with a mod to to bypass this test yet ' I've two laptops , this one has Windows 10 and highly modded , the other runs Windows 8 and a VANILLA game , both have the same bug .

Look for the 'GavMan Covenant Player Home Only' layout using the Next / Previous options. Then choose "Use This Layout". If you want to keep what you have already built, or a current city plan , choose "Build It, But Skip Any Scrapping"
Covenant is the worst. The quest to get it is pretty good, but otherwise it's a real get it and forget it type situation. I usually stock it with 3 or 4 settlers to maintain basic functionality then shut the settlement beacon off and never return.
